A field guide for software engineers GR / 01

The public sector
needs software, too.
Know where to look.

Greek public bodies buy software, too. Here’s how to find the work, navigate the portals, and figure out if it’s for your team.

01 / THE MAP

Four portals. Different jobs.

The first thing to understand: finding a notice, submitting a bid, and researching an award happen in different places.

ΚΗΜΔΗΣ

The notice registry

Find procurement notices and related records. Start with προκηρύξεις / διακηρύξεις to see what public buyers are asking for.

SUBMIT

ΕΣΗΔΗΣ / Promitheus

The electronic bidding system

Inspect electronic procedures and submit bids where required. Check registration, digital signatures, and the submission route early.

WIDEN THE SEARCH

TED

The EU publication layer

Tenders Electronic Daily publishes EU procurement notices, especially contracts above EU thresholds. Filter by Greece and relevant CPV codes.

RESEARCH

Διαύγεια

The decisions & awards trail

Look up decisions, previous awards, and suppliers. Useful context for a bid/no-bid decision; not a reliable feed of open tenders.

02 / FIRST SEARCH

From “where?” to “worth a look.”

Set aside 30 minutes for a first pass. The goal is one relevant notice and a clear sense of what it would take to bid.

  1. Start broad. Then narrow.

Open ΚΗΜΔΗΣ via the official portal. Try CPV codes alongside Greek keywords such as λογισμικό, ανάπτυξη, or συντήρηση. Classification and wording vary.

  2. Check the clock.

Filter by recent publication and notice type. Find the submission deadline, then check amendments or extensions. A recent record is not necessarily an open call.

  3. Read the delivery requirements.

Open the διακήρυξη. Look for deliverables, integrations, hosting, SLAs, acceptance criteria, and support obligations.

  4. Check whether you can actually bid.

Review eligibility, required experience, financial criteria, guarantees, and certificates. Confirm the submission portal, account access, and digital signature requirements.

  5. Make a bid / no-bid call.

Compare the scope, budget, timeline, and requirements with your team’s capacity. Research similar awards on Διαύγεια. A well-founded “no” is a useful result.

03 / CPV INDEX

The search terms with an ID.

CPV is the EU’s Common Procurement Vocabulary. Think of it as a shared taxonomy for what a buyer wants. Start with a division, then get specific.
